Hello,
I am hoping to get a copy of the BSDL file (IEEE 1149.1) for the SoC on the Arduino 101. Is this possible? Also with notes on any initialization setup to put it in Boundary Scan mode.
If I need to apply for authorization, then please let me know.
This is for personal use/exploration to help with my career.

We have an update for your case.
Unfortunately, there is currently no BSDL file for the Curie module and there are no plans to create it.
Nevertheless, the BSDL file for the Quark SE C1000 can be provided thru an NDA. The Quark SE C1000 is the SoC in which Curie is based as you can see in http://www.intel.com/content/www/us/en/wearables/wearable-soc.html.
If you are interested in getting an NDA to get the BSDL file for the Quark SE C1000, please let us know and we will let you know how to proceed.
We will be waiting for your response.
