Hello Everyone,
How can I access to the tcl/board/quark_(QUARKSE).cfg file to use OpenOCD with Genuino 101. I want to access to the x86 side of the Genuino CPU Quark SE I suppose.

You can find the quark_se.cfg file and all relevant tools from the Zephyr SDK:

I am not sure if that answers all of your need. The SDK comes with a version of openocd that should work with the Ardiono 101.
Disclaimer: I have not tried it myself yet.

That is not currently available.
The Intel Quark SE is not yet released - currently due for release in Q3 this year. Please monitor http://www.intel.com/content/www/us/en/embedded/products/quark/overview.html Intel® Quark Processors for updates.
We do have a Developement Kit for the Intel Quark D2000 which has the same x86 archictecure if that is of interest to you. It will be available in early March.

I'm trying to follow the https://github.com/01org/qmsi GitHub - 01org/qmsi but I'm not able to find the i586-intel-elfiamcu toolchain. I've downloaded the Intel studio but What I get is the D1000 toolchain. I'm no able to get the D2000 toolchain. do you have any ideas?

You need the ISSM 2016 Version for D2000 support. It is available here - https://registrationcenter.intel.com/en/forms/?productid=2580 Commercial Product Request - Intel® Products.
