After the initial setup does the Compute stick (Windows BOXSTCK1A32WFC) have to be plugged into the HDMI to function? I want to use it via remote access (VNC or RDP) where a monitor/TV is not required.

You can use the Intel® Compute Stick STCK1A32WFC for remote control; you can see the ones we have tested here:

I don't see why not to use VNC or RDP just make sure you have the latest https://downloadcenter.intel.com/download/25506/BIOS-Update-FCBYT10H-86A- BIOS version
