I want to mix video by Joule.
HDMI IN > Joule 'mix some images or animations' > HDMI OUT
How can I capture 4k video by Joule ?
Is there any adaptor of HDMI IN Port ?
and is there any library of capture video ?

I would like to suggest you to check the Intel® Joule™ Module Datasheet on section 4 to learn about the Joule's video processing capabilities.
I'd like to emphasize a bullet from section 4.1:
"...Hardware capable of (up to) 4k video encode and decode; software dependencies exist..."
If you would like to know more about what video encode and decode mean, I'd suggest you to read the following:

Even if the board has this capabilities it is important to note that it does not have an HDMI input.
Regarding your question about the library to capture video, there are several libraries available for this purpose, for example OpenCV ( http://opencv.org/).

I refereed the Intel® Joule™ Module Datasheet.
and I have a new question.
4.3 HDMI* signal group specifications The Intel Joule module provides a HDMI 1.4b interface through the board-to-board connectors for expansion board usage. Refer to the Intel® Joule™ Expansion Board Design Guide for the specifications and PCB routing guidance for this interface.
Where is the Intel® Joule™ Expansion Board Design Guide ?
I googled it. but I couldn't find it.
