I was wondering if the same steps would work for Linux in Joule. or any help on step-by step guide to install openCv in Joule would really appreciated.

In order to install OpenCV, you will have to install this package from source. You will find the Linux installation steps in http://docs.opencv.org/2.4/doc/tutorials/introduction/linux_install/linux_install.html. Nevertheless, you will also have to install the package's dependencies from source (in case they are missing) as apt-get is not included on Joule's image.

Unfortunately apt-get is not included on Joule's default image, in fact the default image does not include a package manager (as you can see in https://communities.intel.com/thread/107337 https://communities.intel.com/thread/107337). Right now the only way to install packages on Joule is by building them from source.
The other option would be build your own image that includes OpenCV by default.
