with an external blue tooth keyboard and mouse use it as a desktop? If so, do I need to know or do anything else, special hook ups cables?

The NUCs HDMI ports can certainly be used to output to any TV, including those supporting 4K (and running 4K@60Hz).

Check the documentation for your TV as there are some that require that PCs be plugged into a specific HDMI input.

Regardless of TV's resolution, I recommend purchasing good quality HDMI 2.0-compliant cables. This avoids many issues that folks run into.

I have a NUC11PAQi7 connected to a 43" Samsung 4K TV (UN40MU6290) as its primary monitor and it works great!
