NUC8I7BEH2 Не включается при заводских настройках(F9) в двухканальном режиме 2 шт х 16 GB Kingston Hyper X Impact HX424S14IB. Три моргания(три гудка). Дополнительный сброс UEFI и перестановка модулей не решают проблему, также не запускается. Продиагностированы оба модуля. По отдельности с нижнего разъема с одним из модулей запускается, с верхнего разъема (дальнего от платы) не запускается также ни с каким модулем(три моргания , три гудка).

I understand from your post that when one SODIMM is installed in the lower memory slot, your NUC is booting, however, when you install SODIMM in the upper slot (you've checked with both SODIMMs), the NUC is not booting and you see Memory Failure indication.
The conclusion should be that you have hardware failure in the NUC upper SODIMM slot.
Try to clean the contacts in the upper slot with Contact Cleaner. If this didn't solved the problem, check the Warranty Coverage and if your NUC is still covered by warranty, open a ticket for replacement.

Прежде, чем задать вопрос . были неоднократно сброшены все настройки UEFI (ver.089), Убрана электростатика длительным нажатием кнопки включения, почищены контакты разъемов , модулей , радиатор , сам вентилятор . Результата желаемого нет. Ни с каким модулем в верхнем слоте не запускается(три гудка, три моргания). С двумя модулями также не запускается.

So, as I said, you have hardware failure in the RAM upper slot. If your NUC is still under warranty you can replace it. Or, you can work only with one SODIMM installed in the bottom slot.

С помощью перемычки перед самим вопросом я восстанавливал биос с одновременным сбросом ключей И ТОЛЬКО ПОТОМ ЗАДАЛ ВОПРОС.
