I have 10i5fnh and it has a strange problem from the first time. Despite that, on Bios and in the power section I chose After power failure stay OFF, every time it automatically gets ON after connecting the power supply.

1. Disconnect the Power Adapter and CMOS Battery Connector. Reconnect after 15 minutes. In order to reach the battery connector, you need to remove the bottom cover and the SSD. See the location of the connector Item "G", Fig.2 on page 4 in the Technical Product Specification). Pull the connector by its cable in order to remove it from the socket.
2. Reset BIOS to default settings (while in BIOS click on F9(Y) and F10(Y).

When you say it 'gets on', what do you mean? Is it powering on completely and starting the boot process (i.e., starting Windows/Linux)?
You say you are disabling power on (i.e., choosing 'After Power Failure: Stay Off') in BIOS Setup. When you see it powering on when it shouldn't, is this setting in BIOS Setup still marked as disabled (i.e., still set to 'After Power Failure: Stay Off')?

Yes, it powers on every time after power failure. Sometimes after a power failure, I have to reconnect the bios battery to power on the NUC. I had to disconnect the battery permanently to be able to power ON the NUC. Now I disconnect the battery and one problem is solved and one problem as I said is not solved.

- Download the Intel SSU https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows-
- Open the application and select "Everything" click on "Scan" to see the system and device information. By default, Intel® SSU will take you to the "Summary View".
- Click on the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click on "Next", then "Save".

@Mostafa we tried to reproduce this problem on NUCs the same model but we did not get the same outcome. On our side the NUCs stay off after changing the BIOS settings that you tried, mentioned in our article:
- Can Intel® NUC Mini PCs Start Automatically When a Power Source is Connected?
This lets us know that there could be an issue with your NUC/BIOS and the best option is to get it replaced.
After verifying that your warranty is still active ( https://supporttickets.intel.com/warrantyinfo?lang=en-US ), you can directly contact Intel Customer Support to initiate the RMA process (you cannot do this through the forums). Here are pages where you can lookup contact information, including local/country phone numbers, by geography:
- U.S. and Canada: Intel Customer Support
- Europe, Middle East and Africa: Intel Customer Support EMEA
- Asia-Pacific: Intel Customer Support APAC
- Latin America: Intel Customer Support LAR
