I have currently a fresh NUC7PJYH produced in August 2019 with 16 GB RAM and an SSD runnig Win 10 Pro.
While doing no testing, just some surfing, google maps and such, I had running HWMonitor running for som ehour, when I discovered the max reading of CPU at 100% with TDP max at 15 W showed almost 3.4 GHz.

Is this possible?

Honestly, I do not see what the problem is. Everything looks fine to me.

Because you don't know the specs: the J5005 is supposed to go up to max 2.8 GHz in turbo. But here I see 3.4 GHz. How comes?

Is that all? It is only 0.6ghz off. And, you are trusting a third-party utility that may not know the specs.
However, aside from all of that, run this INTEL utility:

If you still get 3.4ghz, count yourself fortunate, and do not worry about it.
