Hello!
The latest Windows 11 22h2 has not been offered for unknown reason.
The WindowsPCHealthCheckSetup.msi doesn't have any incompatibility issue.
I have checked the registry, which someone posted
Computer > HKEY_LOCAL_MACHINE > SOFTWARE > Microsoft > Windows NT > CurrentVersion > AppCompatFlags > TargetVersionUpgradeExperienceIndicators > NI22H2
The ReadReason is None.
I tried installing the 22h2 with the Windows 11 installation assistant, however after restart it rolls back the installation without any error messages.
The model is NUC11PABi5, Bios: 0048, Intel Driver Assistant says no update available.
I have checked driver errors and sfc scan already. Other windows updates are installed.

I would like to report that my problem has been solved after several hours of investigation.
It was not a hardware issue.
I am writing my solution, maybe somebody can find useful information:
I ran a suggested Microsoft app named setupdiag which reported the reason of failed update with WindowsAssistant.
Error: SetupDiag reports rollback failure found.
Last Phase = Safe OS
Last Operation = Apply Drivers
Error = 0x80070002-0x20007
LogEntry: 2022-11-04 23:28:59, Error DISM DISM Driver Manager: PID=1648 TID=1676 Failed to import driver package 'C:\Windows\System32\DriverStore\FileRepository\eszig-md.inf_amd64_7dc225a8f03f2c88\eszig-md.inf'. - CDmiDriverStore::Import(hr:0x80070002)
The conflicting driver is a part of a governmental application which is obligatory to install to be able to work with the Hungarian electronic ID cards.
Surprisingly, uninstalling the software is not enough, the drivers had to be deleted manually from the DriverStore/FileRepository.
After deleting the driver, the WindowsInstallationAssistant went on without any errors.
