After 3 days of investigation I found out when Primary sensor selected as 'Procesor' regulation does not work well.
Super Quiet mode - how to:
1. Go to Bios and select Quiet, Procesor and Motherboard sensors.
2. Save and reboot (it will save hidden parameters: max duty cycle =66%=3340rpm ; trigger temperature=~95C)
3. Go to bios and change to PCH and sliders acording picture (you can go also 65C and 22%)
4. Save and reboot
With PCH it is monitoring cpu temperature. What is "Procesor" then? - Intel, we need a fix!
Lower Turbo boost time window to 32 sec in BIOS. Leave power on default 30W/50W for NUC 8i5.
And done. Reboot. Run some stress test.
Check for cpu temp vs fan rpm in hwinfo64.
It is intended for normal businness work (not gaming, not for running simulation or long time high utilization). Cpu gets little hotter, but should not cross 92C under heavy load.

The Duty Cycle Increment in your setting is incorrect. This is because when the Chipset reaches 90 Deg C (22 Deg delta from 68 Deg) , the blower will reach only 45% of its maximum speed. Anything above 80 Celsius is considered high for chipsets, and beyond 90 Celsius is considered critical. Even if your are correct and there is mistake in Bios, still the setting is wrong for the same reason. Anything above 90 Celsius is considered high for CPU, and beyond 100 Celsius is considered critical.

Hello Leon.
I am not writing about chipset temperature, it wont go above 80C.
And yes, to reach super quiet, I need to have low fan speed at high cpu temperature. There are 2 conditions as a safety:
1. When cpu reach ~95C fan goes straigt to 3340 rpm
2. When reached power limit, after 32s, power goes down to 30W and fan goes even little lower rpms ~2750

XTU has 50W spikes.
In picture is 2 passes of XTU. Second run cpu reach 95C and fan goes 3340 rpm.
During 8k60p playback it gets 72C.

It is just to shorten time with full power consumption as fan rpm are lower.

Hello DKoma3,
I have been looking into this issue and we had replicated it when running previous BIOS version 77. I am currently testing the latest BIOS version available which is version 0078 and I am having much better results in terms of fan control. BIOS 78 is available at https://downloadcenter.intel.com/download/29453/BIOS-Update-BECFL357-86A-?product=126148 and if you check the readme file, one of the fixes is related to performance monitor and fan control mode.
As I said before, I am currently testing but please give it a try if you have a chance and report back.

Yes, this Bios version should have fixed the issues I reported. I have opened a ticket. Yes, Processor sensor now finnaly maps to processor temperature. Unfortunatelly still does not regulatefan rpm correctly. Fan rpm does not ramp up quickly and then suddenly it goes full rpm speed. Which is unacceptable.
It is rediculous, that your developers cannot implement simple rpm regulation after years of this product on the market. What is hard on a formula rpm[%] = Min.duty.cycle[%] + (Current.Sens.Temp[C]-Min.Temp[C])*Duty.Cycle.Incr[%/C]
Anyway that parameters are somehow not saving properly. It is not behaving the same with same param. setup.

So I updated BIOS from 77 to 78 and changed its settings to the following:
Fan Control Mode: Custom
Primary Temperature Sensor: Processor
Minimum Temperature: 65
Minimum Duty Cycle: 19
Duty Cycle Increment: 2
Seems all OK now. Fan speed during base usage is around 1200 RPM (quiet) and temperature is around 42C. Under load fan speed is increased not so fast as before (because of small "Duty Cycle Increment" and not so high "Minimum Temperature").

Be careful with this settings. While the CPU will reach 90 DEG C, the fan RPM will be 69 % only. At 100 DEG C, the fan will rotate at 90% only. So, you are not using all cooling capability at high temperatures. In addition, since the Minimum Temperature is set to low value 65 DEG C, the fun RPM will throttle a lot.

Thanks. I will consider to increase Minimum Duty Cycle to 3.

Unfortunately, with high value here (e.g. 75-80) fan is triggered only when it close to this limit, and as a consequence I got very loud noise. My goal is to get quite fan by default and smooth fan curve under load. Something similar to

You can't get it in NUC. The control slope in NUC is linear, but your proposal is not: 40 - 45 > 4%/DEG, 45 - 55 > 0.5%/DEG, 55 - 65 >0.5%/DEG, 65 - 75 > 0.5%/DEG, 75 - 80 >0.5%/DEG, 80 -90 > 5%/DEG.
