Grinding fan- do intel ship out just the fan part?

Intel NUC i5-8259U, starting to get the grinding fan issue at start. My last nuc also had this issue and was shipped back to local store.

Intel\store took so long a time that money was returned. Reason was they did not have any fans.

So, now its happening again,- do intel still insist on shipping entire nuc back?

Or same procedure,.wait months then money back.
