Does NUC10i7FNH come with any built-in hardware diagnostic tool? something that i can simply launch without having operating system installed

The answer is no, there is no built-in diagnostic capability on these NUCs. You would need to boot a standalone 3rd-party diagnostic tool or boot Windows and run a hosted 3rd-party diagnostic tool. I know of no standalone packages that I could point you to, but recommend FinalWire's AIDA64 package for the Windows hosted environment. You can also look at the diagnostic packages from PassMark.
