BXNUC10I3FNH with 16GB or 32GB hyperx memory.
I'm thinking of installing either Clear Linux or Fedora Linux and run Windows in a virtual machine when I need it. How many virtual machines can this i3 NUC run?

It depends on your needs. My laptop's processor is i5 7200U, which is weaker than i3 10110U, and I can run 2 virtual machines of Windows 7 on VMware smoothly at the same time. However I just use these virtual machines to test some simple programs. If you have demand for heavy work, I don't think this 2c4t processor can easily handle more than 2 virtual machines.

How much RAM do you have installed? And does the video card use any of it?

The general rule of thumb is 4 VMs per Core. On this processor, this would limit you to 8.

Good god man, this is a general rule of thumb, not a physical maximum or anything like that. Try it and see what it will do.
