You can use an USB adapter. Here you have two examples:

1. Mini Pcie USB Adapter SIM to USB Adapter with SIM Card Slot for WWAN/LTE Module

2. NGFF(M.2) Key B to USB 3.0 Adapter with SIM 6pin Slot for WWAN/LTE Module

This is a PCIe Mini Card. The NUC has an M.2 (PCIe NGFF) Type M connector, which is designed to support insertion of PCIe/NVMe SSD devices. The NUCs do not support other device types being utilized. As Leon indicated, you would need to use a USB-based SIM reader.
