SSU Attached

 

ISP states problems with hardware.

 

1 gig download speed gives me only 25 Mbps. Other hardware giving up to 600 Mbps. averaging up to 470 bps.

No, updating to 1903 will only make you current - for about a month. The next version of W10, 19H2, is to be released soon.
