Have had a NUC (NUC 8i3PNH) running fine for over a year, until today.
we had a bunch of power outages due to storms, it is on a protector, that is fine. every other device on that surge protector is too.
the nuc, however, won't come back up. if i press the power button, i get a white light and thats it.
i swapped power supplies, nothing. i moved the SSD to another NUC, the drive is fortunately fine. not sure what else to check or swap out at this point, but I am open to suggestions without buying a brand new NUC

I highly recommend checking the following article and trying to perform the listed troubleshooting steps from there:

If the problem persists, you can try the following:
boot with minimal configuration
use a different RAM
reset CMOS
Recover BIOS through the security jumper method:

Used a different PSU and same condition. That PSU worked and is working for another NUC so it is definitely OK
Swapped drives, the drive from the dead NUC works elsewhere
Have not swapped RAM yet.
There is no chance to get into CMOS or BIOS, as that screen (no screens really) ever show up.

Try the following:
- remove RAM and SSD
- unplug the keyboard and mouse
- remove the CMOS battery - wait 5 minutes and put it back in place
- reset the BIOS using the jumper method, see this article: https://www.intel.com/content/www/us/en/support/articles/000060228/intel-nuc.html
- plug back RAM and SSD
- If you are using any adapter to display the content, remove it and use a cable with direct connection
- If the problem persists, clean the power button: see minute 8:46 of this video: https://www.youtube.com/watch?v=3m0dJhF3CEg&ab_channel=ecologicaltime
- If you've come this far and you still can't fix it check your warranty and contact the support team for a replacement.

Disconnect the Power Adapter and the CMOS battery connector. Reconnect it after 15 minutes.

Tried that (was disconnected overnight) and same results. tried with and without the battery to see if there might be any change, and there was not.
Not sure if that means CMOS might be fried? I did order one, figured for 10 bucks, it's a small price to pay either way.

Fried? No, not likely. But if the battery is low, it would lose its contents. This would cause the NUC to power up with default settings, which could cause it to not POST or boot properly.
