The specifications for the NUC 11 Enthusiast note that the TB4 ports should provide 15W and 18W power delivery (although it is mum as to which port is 18 and which is 15). The TB4 specification itself appears to only require at least one port provide 15W on a computer having multiple TB4 ports (as opposed to 15W on every port). I am curious as to whether the NUC 11 Enthusiast is intended to be able to simultaneously provide 15W on both of its TB4 ports. Currently it will only provide this power on a single port at a time. So for example, I use a bus-powered thunderbolt 3 to dual Displayport adapter one one of the ports. If I plug in the adapter first, and then subsequently plug in my phone, the adapter will work fine but my phone will display "charging" instead of "fast charging" (and the special indicator cable I use indicates that the power delivery protocol is not even being executed (i.e. no negotiation is taking place)). If I plug my phone in first then it says "fast charging" and the cable indicates 15W of power, but then the displayport adapter will not even turn on (the power LED on the device does not light up). This occurs with other devices as well---which ever one is plugged in first gets the 15W and the other receives only nominal bus power).

After researching about the Thunderbolt power delivery, we can confirm the NUC is able to deliver the 15W of power in one Thunderbolt port at a time. As you have already tested before, the first device that you connect will get the 15W of power.
