Check in BIOS settings (Devices > USB) that all USB ports are enabled.

You didn't provide any information about your computer. If it is Intel computer ((for example NUC), I can help. Otherwise, I suggest that you should read User Manual for your computer or ask the computer manufacturer support.

The USB 3.0 is not a part of Windows 7. Try to connect an older device working with USB 2.0. If it works, the problem is in the USB 3.0 driver. You need to reinstall it. BTW, are you aware that upgrade from Windows 7 to Windows 10 (which includes the USB 3.0) is free and very easy?

Yes, I found that out recently on Microsofts web site. I figure Id get the Geek Squad to help me because I dont want to mess anything up.. I just had to back everything up first. Thanks for trying to help me.
My 3.0 USB plug was installed in my Asus laptop and working until recently. If I check the Device manager it shows it there, but that the driver needs to be updated. When I try to update the driver it says I have the latest driver installed and then I get an error message 31. Even my windows program cant fix the problem it finds the problem but says the drivers are missing. The 3.0 USB plug will only work as a charger for my phone, but I cant charge my ipad with it.
When I plug my external harddrive into one of the other 2.0 USB I get the message that it would be faster with a higher USB.
I dont have the manual for it.

- I can't find your laptop in Asus site. So, I can't help to find the USB 3.0 driver.
- However if you decide to upgrade to Windows 10 (you better create backup of your drive first), please read this tutorial.
