Is there any documentation on what each of the three front panel LED lights mean?  Is there a way to alter them as there was with the NUC8i7HVK?

Yes, there is. First download the Intel® NUC Software Studio Service:

https://intel.com/content/www/us/en/download/19691/intel-nuc-software-studio-service.html 

 

Then, after that is installed, download the Intel® NUC Software Studio:

https://www.microsoft.com/store/productId/9NT0ZDV64HTC 

 

The defaults of the LEDs from left to right are Disk Activity, Ethernet Activity, and Power Limit.
