does NUC 12 Enthusiast NUC12SNKi72VA provide resizable bar (https://www.intel.com/content/www/us/en/support/articles/000090831/graphics.html) support for it's discrete A770 GPU?

Thanks for your patience. Based on the investigation performed, the Resizable BAR feature is enabled by default for all PCIe devices on Serpent Canyon (including A770), but it doesn't have a setup option in BIOS.
