If you enter device manager do you see an exclamation or question mark where it says "Network Adapters"?
Please uninstall the LAN driver from device manager, select "Network Adapters" right click on the device showing in there and choose "properties", look for the "driver" tab and then select "uninstall" reboot the PC and test driver version 23.2:

A BIOS update will be useful in this case, the latest version for your Intel® NUC7i3BNK is 0069:
