I'm attempting to enable Thunderbolt3 through USB3 port on a NUC10iFNH1 running Windows 10.
I'm using the instructions with the "Thunderbolt3 DCH Driver for Windows 10 for Intel NUC" (Thunderbolt_Win10_Version-66.zip).
In step 5 of the install instructions it is noted "You should see an error on a Base System Driver in the Other Devices category". Instead the only thing I see under "Other Devices" is "Detection Verification". So I have no "Base System Driver" item through which I can install the downloaded and unzipped driver package.
Path forward?

Yes, step 2 of the instructions is to "Connect a Thunderbolt device to the Thunderbolt port."
I'm trying to use a Plugable.com tb3-hdmi2x-83

It's unclear to me that that is a true TBT3 device. You can use a simple MST Hub to get dual monitor support from any USB-C port that supports DisplayPort Alternate Mode.
