onursen, Thank you for posting in the Intel® Communities Support.
In reference to this scenario, we will test the video, but for us to be able to do that, we just wanted to check a few details about your platform:
Is this a new Intel® NUC?
When did you purchase it? (For warranty purposes)
Was the "Video Hardware Deinterlacing" working fine before on this specific machine?
If yes, when did the issue start?
Which graphics driver versions are the ones that you tested?
Which video port are you using to connect the screen to the Intel® NUC?
Are you using adapters or converters to connect the display?
Did you make any recent hardware/software changes that might cause this issue?
Which Windows* version are you using?
Does the problem happen at home or in the work environment?
Please attach the SSU report so we can verify further details about the components in your platform, check all the options in the report including the one that says "3rd party software logs":
Any questions, please let me know.
Regards,
Albert R.

When did you purchase it? (For warranty purposes)

no, it never worked on this device, i was waiting for bios/driver update.
Which graphics driver versions are the ones that you tested?
GFX Driver Version: 30.0.101.3109, others i can not remember...
Which video port are you using to connect the screen to the Intel® NUC?
HDMI
Are you using adapters or converters to connect the display?
NO
Did you make any recent hardware/software changes that might cause this issue?
NO
Which Windows* version are you using?

Hello onursen, I just received an update on this matter.
After trying to replicate the issue in our Intel® lab, we determined:
The issue can be reproduced when using Intel® and Nvidia graphics while using these video players:
- MPC-BE
- Movies&TV
- Windows Media Player
- KMPLayer
We also tested with VLC and cannot reproduce the problem. So, this points to the root cause being the video player application that you are using.
Since the issue is reproducible on GPUs from multiple manufacturers (Intel® and Nvidia), this indicates to the issue is not been caused by Intel® Graphics Driver.
So, at this point, what we recommend will be to get in contact directly with the application’s developer for further technical assistance on this matter.

hi,
VLC uses Software Deinterlacing - there is no option for HW Deinterlacing.
https://wiki.videolan.org/Deinterlacing/
pls test with players which use HW deinterlacing.
it is not a player issue - other intel gpus have no problem.
Usually Intel HW Deinterlacing is working well (better then ATI).
regards, onbur
