My NUC has just autoupdate the BIOS to the newest version. But after that update it can not be shut down. When I tried to shut down, the screen and everything else was off but the cpu still on and the cpu fan stays on maximum rpm.

Intel® NUC 11 Performance kit - NUC11PAKi5
I have this problem too.
But I didn't downgrade the BIOS.
I fixed it by changing the Graphics Driver.
Try download and install
Intel® Graphics – Windows* DCH Drivers
version 30.0.101.1340
This is not the newest version. But all newer versions have this issues.

Unreal how many BIOS update support threads are currently open. I hope Intel finally understands that testing on simulated hardware is a failed policy.
