Strange experience when I received and set up NUC11PAHI7 INTEL NUC PERFORMANCE I7-1165G7 11TH GEN 4.70 GHZ 4 CORE 8 THREAD 12MB CACHE with 64gb Ram (3200) Samsung 1Tb Samsung 980 pro gen 4 M2 and 2Tb Samsung QVO SSD.
Installed Windows 11 pro retail version would not update, widgets did not work and blue mail installed but would not run, same for windows 10.
Stated again with a downloaded Windows 11 Developer version 22538 (downloaded from UUP Dump) and everything works.
Only guessing but perhaps the developer version has ironed our some incompatibilities.
Anyone else had this?

This sounds to me as a specific issue to the Windows installers... you should download the OS image (.iso file) only from the Microsoft's official site.
My recommendation is to perform clean installations (instead of OS upgrades) and whenever it is possible, recreating the drive partitions... For installation, you may use the Windows media creation tool or Rufus.
If problem remains... you need to report that to microsoft...
I'm using Windows 11 on one of my systems, but I did a clean install....
