All working fine with Win 10 Pro.
Upgraded to Win 11 Pro and reinstalled clean Win 11 Pro, 22H2, 22621.608, Windows Feature Experience Pack 1000.22634.1000.0
Then the Blue Power Light started flashing...at desktop, PC on, Win 11 Pro running fine
Reset BIOS to default, and have reflashed current BIOS PA0048, PATGL357 - no change, still flashing.
Turned "OFF"/disabled "Turn on fast startup" - in "Power Options" no change
Opened up Intel NUC Software Studio APP that was installed and it says -
S0 (Working) - LED Style -Solid
Modern Standby - LED Style - Breathing - which the blue light is currently doing.
While I'm typing here on the NUC, shouldn't it be a sold Blue?? I'm obviously not in Standby.
Also, while in the BIOS, just looking at things, the Blue light is flashing/breathing...
SO in BIOS says "Solid" and Modern Standby says "Breathing". I don't get it...
Any education would be appreciated.

all of my drivers are up to date with Win11 and Intel Driver Support, except I do see Win 11 is offering "Intel Display 31.0.101.3222" while Intel Driver Support is saying "27.20.100.8935" is up to date.

Well, seems my NUC wouldn't even shut down after disabling "fast startup". when I "shut down" the NUC, it would "sleep" with the blue light flashing, and would not start up and would have to hold the power button down for over 10 seconds to do a complete shut down.
So, then, I re-enabled fast startup, in the power options. That didn't work, still flashing blue power light.
Then unplugeed the NUC
Therefore, unless there is something else worth knowing, specific to the NUC, I'll turn it on when I need it and turn it off when I don't

Thank you for posting on the Intel® communities. I am sorry to know that you are having issues with your Intel® NUC 11 Performance kit - NUC11PAHi5.
Before we continue further I would like to confirm that when you mentioned "Then unplugged the NUC lol. Ok, startup and shutdown work fine, restart works fine. Solid Blue Light!!", does it means that the issue with the flashing light is fixed?
Also, previous to installing Windows 11, did you use Windows 10? If so, was the issue present there?

Hello Deivid, Thank You for your response. I did not properly document all of my steps and observations during this process, so I'm going to start over, with your assistance and input.
Yes, the "flashing blue power button" has stopped. It is now a solid blue light while at the Desktop. The problem now, is that the NUC will not sleep. The monitor will go black but it will not go in to sleep mode. The Blue Light stays on solid. Win 11.
Did this occur in Win 10? I'm not sure as I upgraded to Win 11 almost right away. I did notice a different issue though in Win 10, the NUC would hang during some software update reboots for about 3 minutes, with the yellow HD light doing a quick flash every 25 seconds or so.
It seems to be also hanging during reboots in Win 11 for about 3 minutes during software updates or changes. I do not see this "hang" in different NUC's that I have.
In any case, I have flashed the updated/current Bios PATGL357.0048.2022.0801.1148 and set the default settings in the Bios.
I'm going to re-install Win 10 Pro, check the Intel Driver & Support Assistant Site, and go from there. This time, clearly documenting the steps and issues, before proceeding to Win 11.

Hello again Deivid,
Ok, I flashed the current BIOS PATGL357.0048.2022.0801.1148 again from USB, vs Install from the OS. I went in to the BIOS and confirmed Default Settings.
I wiped the ssd, and did a clean Win 10 Pro install from USB downloaded from Microsoft.
Updated with MS Windows Update via OS - No Issues
Updated via Intel Driver & Support Assistant (Realtek Audio, Thunderbolt 3 and 4 DCH Driver, Intel Serial IO Driver, and Intel GNA) - No Issues.
All Drivers up to date.
The reboot delay when installing software is not occurring.
The Flashing Blue (Power) light is not occurring. It remains Blue while operating.
The Sleep function is working perfectly.
All is working fine!!
I am NOT going to update to Win 11 this time. I purchased the same NUC for my 80 year old Aunt, and decided it is best that I have the same system if she has any issues.
I have no issues to report and moving to my next project

I do appreciate all the information provided. I am sorry to know that the issue remained on Windows 11. Based on your report, seems that this behavior is limited only to Windows 11. I recommend you report this issue to Microsoft to confirm if there are any reported issues with Windows 11.
