NUC11PHi7 - HDR will not turn on for 4k 60hz, only 30hz

Brand new NUC where I cant watch 4k 60hz video content as the screen go black and everything freezes and I have to shut the computer down holding the power button. No issue in 4k 30hz or 4k 60hz without HDR. Windows doesnt allow me to toggle "Use HDR" in Windows HD color setting when in 4k 60hz. When I push it it just jumps back to "Off". Microsoft say to contact the manufacturer as this is due to the graphics drivers. The TV that is connected support 4k 60hz HDR and has shown this with other NUCs connected with same cable setup (and other) and different HDMI inputs.

Intel® Driver & Support Assistant say that all drivers and softwares are up to date and I have downloaded Nvidia GeForce Experience that confirm I have the latest "studio driver".

Sad to have spent more than double my initial budget and still have issues with my NUC. Hope someone can help me with suggestions to get this to work.
