IDSA indicates I have a LAN driver update (ver 1.1.3.34 released February 8, 2023).
IDSA fails to install the update, so I downloaded the update manually. When I unpack the update, I see there is no .exe file. There are four files in the zip, e3fmsg.dll, e2f.sys, e2f.inf, and e2f.cat.
Could anyone tell me how I am to install this LAN driver update?

Right mouse click on the .inf file and then left click on "Install".

Thank you for taking the time to respond.
As you suggested, I right clicked on the .inf file, but I received no confirmation anything installed, and when I re-run IDSA to verify I have the latest LAN driver, I still get a messaging saying I need to install the LAN driver update. Of course, when I click Install via IDSA, I continue to get an error message that the installation failed.
I've found in the roughly 2 years using IDSA, it only reliability works about 90% of the time. This is not the first time IDSA has prompted me to install a driver but the installation fails. When this happens, I usually manually download the new driver and upgrade manually.
So after your suggestion it dawned on me, try the old-school approach via Device Manager. So I launched Device Manager, selected the LAN (Ethernet) device, selected the Driver tab then ran Updated Driver pointing to the folder of the LAN driver I downloaded, and it upgrade to the current driver v1.1.3.34.
It's a shame Intel continues to produce a substandard update solution through IDSA. Never-the-less, I sincerely appreciate your suggestion as it got me thinking and I ultimately updated my LAN driver ... without any help from the less than reliable IDSA.

Try to reinstall the IDSA:
1. Uninstall the currently installed IDSA, using IDSA Uninstaller.
2. Download and install IDSA again.
