The ram is according to technical specification okay, i can't belive that the SSD is the problem. I change the screen, it's okay.
I haven't any other hardware to check the ram or the ssd.
Any idea or hint i can do to find the mistake?
Using google- and the foren-search were so far not successful
similar problem like in
now i have removed ram and ssd --> after power on, the power led flashes 3 time in blue, pause, flashes 3 time and so an, but no vga signal
after putting ram in and power on, the power led is on, same when ich put in the ssd, no vga signal
... any idea to do?

Hi Hagen: Thank you very much for joining the Intel® NUC communities.
First, I just wanted to confirm that the memory RAM you are using is fully compatible:
Now, at this point what we can try, not sure if you did this already, is to test the memory RAM on each memory slot and disconnect the SSD, we should get the BIOS that way, an error message or the splash screen at least. Also this step will help us rule out a possible problem with any of the memory slots.
Besides that the next thing to do will be to use a different VGA cable or if it is possible to test it with an HDMI cable.
We can also try a BIOS recovery to 0038:
If the problem persists after that, then the next thing to do will be to replace the NUC. Remember it has 3 years of warranty with Intel, please get in contact with Intel directly in order to do that:

I get the mistake :-)
The internal connector between the mainboard and the cable of the vga plug at the casing was wrong: it has two lines of pins and only one line was pluged in :-/ Because of the big label at the cable i didn't see it at once.
