I have an NUC8i7 with the heatsink and fan replaced with a Noctua NH-l9i heatsink and fan. Ordinarily this works very well.
Occasionally the fan switches off and does not come on on a restart. Eventually the system will shut off with a temperature warning.
Setting the minimum fan to 100% in UEFI has no effect.
The only thing that works is physically disconnecting the NUC from power for at least 3 hours. Then the fan will usually come back on on a restart.
Given that UEFI fan control does not work, is there any other way to control fans on NUC8s?

In order to get better information about your system, please download the Intel System Support Utility (SSU). Run the SSU scan and save the results. The .txt file with the results please attach to your post.

Hello csmr250,
Thank you for posting on the Intel* Community.
In this case, the NUC was not designed to work with a third-party fan/heatsink, also, this can void the warranty with Intel.
We cannot confirm how the heatsink will work or if the BIOS will recognize it.
In this case, our best recommendation is to contact the heatsink manufacturer so they may guide you and provide you with a tool/app that helps you to identify or control the fan settings.
If you need any additional information, please submit a new question as this thread will no longer be monitored.
Best regards,
