Hi @[DavidV_Intel]?,
for a month now I am struggling with a similar problem - can't wake-up the NUC8 through the CIR, just like @[perica]? but using a Harmony Hub. Finally forced myslef to write.
NUC8i5BEH with latest BIOS 0071, Win10 1903 and correctly installed ITECIR Infrared Receiver device. Just like @[perica]? the BIOS settings are: CIR enabled, deep sleep S4/S5 disabled, wake on CIR from S3/S4 and from S5 enabled. Win10 does not use hibernation nor fast boot.
Now I have been using a NUC7i3BNH for almost 2 years w/o CIR wake-up problems, same setup. It always wakes-up.
MOREOVER, I have placed both NUCs (old NUC7 and new NUC8) side by side, both Win10 1903 and BIOSes configured similarily and both controlled by the same Harmony Hub - result? The NUC7 wakes-up (as for the past 2 years) and the NUC8 DOESN'T.
Now when you wrote "I have been trying to replicate this with an Xbox One remote and the Intel ® NUC8i7HNK but I was unable to turn on the Intel ® NUC" you confirmed the same problem we are facing. Why did you say compatibility issues and have suggested to contact Microsoft? Because of the Xbox One remote? As you can see it happens also with the Harmony Hub which at the same time works but with a NUC7.
If needed I can providfe further details. Hope we can resolve this "issue" promptly.

Hi @Ronny_Intel ,
Yes, its the Harmony Companion (https://www.logitech.com/en-us/product/harmony-companion?crid=60), that includes the Hub.
It might not be supported but then how come with my NUC7 I don't have problems but with NUC8 I do? I am only speaking about waking up from Power Off so OS and its settings shouldn't matter.
