I have the following cooling settings in BIOS:
Fan Control Mode: Custom
Primary Temperature Sensor: Processor
Fan off capability: off
Minimum Temperature: 80
Minimum Duty Cycle: 30
Duty Cycle Increment: 4
Second Temperature Sensor: Memory
Minimum Temperature: 65
Minimum Duty Cycle: 20
Duty Cycle Increment: 4

With this settings fan speed was 1300 RPM and process temperature was around 42 C. Fan sound was comfortable for me.
But after BIOS upgrade to version 0078 fan speed is 1900rpm by default. All cooling settings are the same, temperature is also around 40 C.
After downgrade to the previous version 0077 fan speed is still minimum 1900rpm.
How I can restore my previous fan speed?

So today I updated BIOS to version 78 and changed settings to the following:
Fan Control Mode: Custom
Primary Temperature Sensor: Processor
Minimum Temperature: 65
Minimum Duty Cycle: 19
Duty Cycle Increment: 2
Seems all OK now. Fan speed during base usage is around 1200 RPM (sounds quiet) and temperature is around 42C. Under load (I tested on video game) temperature is not exceed 72C. I don't know exactly fan speed under load (because OS doesn't detect fan speed sensor), but it's not very loud as before and has more smooth curve.
Just for information, I use Ubuntu Linux 19.10 on NUC.

This is strange, but when I return settings back to

Minimum Temperature: 65
Minimum Duty Cycle: 20
Duty Cycle Increment: 4
fan speed was returned to 1350 RPM. After changing Minimum Temperature to 80 and Minimum Duty Cycle to 30, all works as before. BIOS version is 0077 (BECFL357.86A.0077.2019.1127.1452).

Do the following (don't skip any steps):
- Install BIOS 78.
- Use F2 to start Visual BIOS.
- Use F9 to reset BIOS configuration to defaults.
- Use F10 to save this configuration and exit Visual BIOS.
- Again use F2 to enter Visual BIOS.
- Modify FSC configuration to be the same as you have above. Note: use 75, not 80; this lets temperature get too close to Tjmax under high loads.
- Make any other changes (Boot Order, etc.) that you absolutely require in BIOS configuration.
- Use F10 to save this configuration and exit Visual BIOS.
- Test.
See if this does it correctly.

I want an always-on silent box. This is what I have done with satisfaction in the BIOS settings:
- Turbo boost disabled (but I suspect this is not significant)
- Low power mode
- fan off at 45°C (but this is ignored, in fact the fan never stops)
CPU temperature: min 40°C, speed min 1%, increment 2%/°C
Memory temper.: min 35°C, speed min 1%, increment 3%/°C
On an idle box at ambient temperature 21°C I read a core temperature around 42°C
