I just got this NUC and it cannot boot from USB 3.0 flash drives. I updated BIOS to the latest version (0053 from here: https://downloadcenter.intel.com/product/70407/Intel-NUC-Kits), but that didn't fix the issue.
Same drive works fine once OS boots, and also works fine in BIOS through USB 2.0 extension cable.

Given that a year has passed since the issue was first reported, is there a solution now?

Can you boot from that key in a different USB port?
What is the format of the key? Is it NTFS or FAT32?
We have been working on a similar behavior on the following thread

Indeed it boots from a different port! It boots from all ports EXCEPT front blue one. It still boots fine from front blue one if using USB 2 extension cable.
EFI partition is FAT32. I was using stock ubuntu image for testing: https://www.ubuntu.com/download/desktop/thank-you/?version=18.10&architecture=amd64
The key is Patriot Supersonic Rage 2 (https://www.info.patriotmemory.com/supersonicrage2). It's capable of connecting using USB 3.1 Gen 1.
Thanks for suggesting different ports. This is not a huge issue anymore.
