what would cause the TOP front fan to not spin?
I have done 3DMark testing - no issues - just concerned about heat buildup

Just to make sure we're discussing the same one, can you send a picture showing the fan that is not spinning?
If this fan is being managed by the EC on the processor board, it is possible that it is configured to shut off if the temperature goes and remains below some temperature threshold. I would have thought that it would have gotten hot enough to fire up if you ran 3DMark, however.

Hello Todd_C_Intel,
Thank you for posting on the Intel* Community.
We want to recommend the following steps:
Try a BIOS recovery, we recommend you to use the steps of F7 mode.
1. Download the .CAP BIOS file and transfer it to a USB flash drive.
2. Plug the USB device into a USB port of the Intel NUC when it’s turned off (not in Hibernate or Sleep mode).
3. Turn on (or restart) the Intel NUC.
4. During boot, when the F7 prompt is displayed, press F7 to enter the BIOS Flash Update screen.
5. Select the USB device and press Enter.
6. Select the .CAP file and press Enter.
7. Confirm you want to update the BIOS by pressing Enter.
8. Wait 2-5 minutes for the update to complete.
9. Remove the USB flash drive.
10. Restart the computer.
Please, let us know the outcome.
Best regards,
Maria R.

The top case fans use pogo pins to send and receive signals to both fans. Remove the top and make sure nothing is in the way of the connector at the front of the case near the top. If one fan is working then you are getting some signal. Check the fan connector and make sure it has not come loose. Also, go into BIOS Setup and load F9 Default settings just in case something may have been messed up there. Last idea could be the fan itself is bad.
