It seems to be a bug brought by the latest 30 series driver, I don't have this problem when I use the v27 series graphics card driver

Thank you for posting on the Intel® communities and for reporting this behavior.
We would like to inform you that Intel® is aware of this behavior and is currently working on a solution. However, there is no ETA for a fix yet. This issue is being documented in the following article: 11th Generation Intel® NUC Does Not Power Off Using Windows “Shutdown” Option or by Pressing the Power Button.
Since you still have the issue with the latest "Intel® Graphics DCH Driver for Intel® NUC version 30.0.101.1660" in the meantime we recommend the following:
- Install a previous driver version 27.20.100.xxxx and keep using this driver until new information is available.
- Decline any Graphics Driver updates that will be offered by Intel® Driver & Support Assistant (Intel® DSA). For instance: 30.0.101.1191, 30.0.101.1660, etc.
Notes:
- To install an older driver on your system, download the previous graphics driver version from this link: Intel® Graphics – Windows* DCH Drivers by selecting it from the drop-down menu.
- If you have issues installing a previous version, try the steps in this article: Clean Installation of the Intel® Graphics Drivers in Windows*.
In addition, could you please run the run Intel® System Support Utility (Intel® SSU) and provide us with the report? This is to gather more details about the system and add the information to the reports we are tracking about this behavior. Please follow these steps:
- Download the Intel® SSU and save the application on your computer
- Open the application, check the "Everything" checkbox, and click "Scan" to see the system and device information. The Intel® SSU defaults to the "Summary View" on the output screen following the scan. Click the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click Next and click Save.
- Once you have saved the file (.txt file), please attach it to your reply.
To upload and attach a file, use the "Drag and drop here or browse files to attach" option below the response textbox.
