Phantom Display as main screen

I have anNuc8i7BEH kit that I set up using one monitor connected via HDMI and wantto use two displays via the USB C that runs to a Dell D6000 dock. When I remove the HDMI cable and plug the USB C into the NUC it recognizes the displays but still thinks the HDMI display is active as the main display. since I cannot see it I can't change the config. Any ideas on how to fix this?

Please enter Windows settings System > Display and click on Advanced display settings (in the bottom on R.H. panel).
