I was able to show all power plans (e.g. "high performance power plan") by set HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power and set CsEnabled zo zero (0) with regedit...you find this on the Internet...
after several Intel/WIN 10 updates I noticed that everything was set back, means only the balance power plan is available AND in the registry CsEnabled is GONE...
Anybody who knows how to show ALL power plans under WIn10 and on a NUC 10?

Just found a hint that beloved MS retired the CsEnabled registry entry (go to the bottom here:https://answers.microsoft.com/en-us/windows/forum/all/csenabled-not-available/cb49f247-090a-40cb-905...)...
...for whatever reason.
Leaves me again with the problem, how to activate on a Intel NUC 10 the high performance power plans...

Have you tried disabling Modern Standby in the BIOS? This may restore the power plans to Windows. Only thing is this may mess up your Windows install so make sure you have a backup before changing this setting. This will restore S3-5 Power Modes back to the NUC.

For this specific problem, I will highly recommend you to check with Microsoft* for a possible solution as this seems to be a Windows limitation.
