Is there any difference in performance between these two products?

Can I use US models in Japan?

The only difference is the power cord. If you can use the US cord, then you can use it as-is -- or, you can replace the cord. Your code without number at end comes with no power cord, so you'd be purchasing one regardless.

Except for the power cord issue, are you saying that other US models of the Intel NAC series can also be used in Japan?

Yes. The power supply takes any AC voltage from 100V to 240V. You simply need cord for local outlets.
