Setting:Portable Device Charging Mode to OFF doesn't work

In Bios Advanced > Devices > USB, set Portable Device Charging Mode to OFF,but it still provide power in sleep states.

NUC:NUC8I5BEH

BIOS:077

OS:WIN10 LTSC 2019 1809
