Have you installed the latest available BIOS (BIOS 48, full title PATGL357.0048.2022.0801.1148)? If not, you can download this BIOS update from here: https://www.intel.com/content/www/us/en/download/19694).

Other reason that could cause this message is unsuccessful POST on some device connected to USB port of your NUC. Try to power ON your NUC only with monitor and Power Adapter connected. If this message disappear, connect one device at time and check power ON.
