USB keyboard isnt detected by bios.

Hello. I have kind of a weird issue. My basic Dell usb keyboard isnt detected by the bios when starting from a cold boot. However it is seen by windows usually about 10 minutes after I boot the computer. Whats really strange is that if i restart the computer or just power it off for a short period of time the keyboard is seen by the bios, and windows instantaniously. Even if my computer is asleep for too long i have to wait for keyboard detection. I've tryed updating chipset drivers and the bios, and no luck. I'm wondering if I have a physical hardware issue(whether it by my ram or my motherboard). I have a intel dh55hc atx intel motherboard, with Ripjaws Series 16GB (4 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333. PLEASE HELP.

Check in device manager to see if keyboard shows up there , if so update drive to a windows cert. driver , than restart.
