"Baffling ??? " Not really. There are many problems with the purchased install media.
Keep the key.
Go here to create and download the install media for Windows 10:
https://www.microsoft.com/en-us/software-download/windows10
Use the key that came with your purchased media.
Also, note that your NUC7 is not supported by Windows 11.

Made install disk with Windows Media Creator as with all other programs nothing worked ! But here is what I found I was using the front usb inputs , that was the problem !! all my rear inputs were used . By swapping inputs around I was able to install my system.
Have no idea what caused this or if this is standard among Intel Nucs
Thanks for the quick response.

I have to agree with Al; there are all sorts of issues with the USB devices sold by Microsoft, especially if you want to do a proper UEFI install (which is necessary for use of M.2 NVMe SSDs).
Ironically, it is best to use the Microsoft tool to install the proper image onto the flash device. How they generate bad media when their tool works so well I will never understand. The added benefit is that this will also ensures that you have the very latest installation image that Microsoft has released.
Hope this helps,
