I'm running Windows 11 on my NUC12WSHi7.
Wake on LAN on NUC12WSHi7 does not work properly.
If I use LAN_I225-Win10_Win11-1.1.3.28.zip as the LAN driver, WoL works fine from S0x (modern standby), but not from S5 (shutdown state) or S4 (hibernate state).
Also, with the Intel Ethernet Adapter Complete Driver Pack Release_27.6.1.zip, WoL does not work from Modern Standby, but works fine from S5 or S4.
Is this a NUC's bug?
Can someone please tell me how to get WOL to work properly from modern standby and shutdown state (S5).

I think this is a bug. It works with older NUCs with the 219 Ethernet controller.
You can get WOL from S5 to work with a workaround by disabling the 'fast startup' option in WIndows. But S4 needs to be fixed by Intel.

I also have an old NUC with an intel 219v LAN chip and WoL works from S3,S0.
Also, I disabled the "Fast Startup" option in Windows, and WoL from S5 was achieved with the Intel Ethernet Adapter Complete Driver Pack.
However, in the advanced settings of this driver, there is no setting item for WoL from S0x (low power state) and it cannot be enabled. (It is in the driver for LAN_I225-Win10_Win11-1.1.3.28)
I also think this is an Intel bug.

I have a nuc11 / win10 with NIC driver 1.1.3.28, so I can't say aything about the newer driver from the LAN driver package 26.7, because there is no newer driver available for win10.
Like you said, with this driver installed, it's possible to wake system up from S0x and S5 (fast startup disabled).
you probably need https://www.intel.com/content/www/us/en/download/705968/patch-for-a-modern-standby-lan-issue-on-intel-nuc-11th-12th-generation-products.html? installed, not sure if this is still needed.
another trouble shooting article advices to disable PCIe ASPM support in UEFI settings. I have not tried this option yet. I suspect that this could have a negative impact on power consumption during the S0x state.
However, it is worth noting that WOL from S4 works if you briefly disconnect the device from the power supply in the S4 state. May be related with the above PCIe ASPM option.

"Patch for a Modern Standby LAN Issue on Intel® NUC 11th & 12th Generation Products" and "Intel® NUC Can't Wake From Standby Mode in Windows" have already been applied, and WoL from S5 was not possible. .
So the problem is not resolved.

We would like to jump in to provide further assistance. First, we would recommend making sure the Intel® NUC is running the latest BIOS 0085. To update the BIOS, please refer to the BIOS update instructions.
Then, please reinstall the Intel® Ethernet (LAN) Network Connection Driver 1.1.3.28.
Also, please review the article Configure Wake-On LAN for Intel® NUC to make sure we are not missing configuration steps.
And just in case, make sure the operating system (OS) is up to date and install any pending updates. You may refer to this link: Update Windows.
If the behavior persists, please provide the following details:
1- How is the Intel® NUC connected to the network? Is it connected to a switch, a router, or is it a point-to-point connection to another computer? Please provide details
2- Did this configuration work fine before at any time? or are you having this behavior since the first day that you have the device?
3- Run the Intel® System Support Utility (Intel® SSU) to gather more details about the system:
- Download the Intel® SSU and save the application on your computer
- Open the application, check the "Everything" checkbox, and click "Scan" to see the system and device information. The Intel® SSU defaults to the "Summary View" on the output screen following the scan. Click the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click Next and click Save.
- Once you have saved the file (.txt file), please attach it to your reply.
To upload and attach a file, use the "Drag and drop here or browse files to attach" option below the response textbox.

Make sure your OS is up to date, use the latest BIOS 0085 and Intel® Ethernet (LAN) Network Connection Driver 1.1.3.28, WoL from S4 (hibernate) was not possible, but WoL from S5 We have achieved our goal.
