Why are specific USB devices not recognized?

USB flash drives and a USB external disk are not recognized in Windows 7 X64 by Disk Manager or Explorer. They are recognized in a different machine. In Device Manager, SM Bus Controller has the yellow exclamation mark, but Windows when attempting to reinstall or update returns that it cannot find the driver. Please, would someone direct me to a download of this driver for an HP Compaq 8200 Elite Ultra-slim Desktop and/or point to a solution why these USB drives are not recognized?

This is a page where you can find drivers and utilities for your computer running Windows 7 x64.

I'll will start with Chipset Driver. HP is recommending for correct drivers download, using Installation assistant.
