Hi Oussama,

Boundary-scan cells (BSCs) in a device can be used for testing or debugging by force signals onto pins, or capture data from pin or core logic signals.

If a pin is not having BSCs we can't monitor or force value using jtag. However, we can monitor those pins externally.
