I have updated the BIOS to the latest version as I read some things on some other pages that I need to enable legacy boot, turn off fast boot, secure boot.
I had windows SSD from the previous computer that I wanted to drop straight in but the NUC always displays a "no boot device found" error
I have turned off fast boot and secure boot but I can't find the legacy boot. I have searched everywhere in the BIOS and the bios I see don't look anything like what I'm finding on the internet.
it is an "Intel NUC Panther Canyon RNUC11PAHI50000 11th Gen i5"

There is no legacy boot. If your OS on your SSD was built without UEFI boot, it will not be seen as a bootable drive, and you cannot boot it.
And, you should not "drop straight in". Do a fresh install.
