Let us help you further with your issue.
In this case, please uninstall your current (CIR) Driver for Intel® NUC Kit NUC7PJYH, and make sure that you install our https://downloadcenter.intel.com/download/27465/?product=126137 latest version.
Also, please make sure that this option enable on the BIOS of the machine through the following steps: Access the BIOS > Advanced > Devices > Onboard Devices > Legacy Device Configuration = Enhanced Consumer IR
In addition, check in the Device Manager to confirm it is detected though this path:
Device manager > Human Interface Devices > make sure that you see ITECIR Infrared Receiver (EC) and MS eHome Infrared Transceiver.
If that doesn't work, update the BIOS if lower than version 0044 and check again Device Manager: https://downloadcenter.intel.com/download/28106/?product=126137 https://downloadcenter.intel.com/download/28106/?product=126137
In you do not have any success please provide me the report generated by our https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows-Best Intel® System Support Utility for Windows*
To attach a file, you must click the "Attach" option on the bottom right-hand corner of the response box.
As well provide us with the brand and model of your Infrared device.
Keep in mind that currently, Intel ® has only validated one remote control in case there may be a compatibility issue:
