I have a new nuc7pjyh. Its Intel J5005 CPU is specified at 1.5GHz / 2.8GHz turbo. In BIOS the maximum CPU frequency is listed as 2.3GHz.
Am I missing something here?

In this case, as you may know, the default values for https://ark.intel.com/products/128984/Intel-Pentium-Silver-J5005-Processor-4M-Cache-up-to-2-80-GHz- the Intel® Pentium® Silver J5005 Processor installed in your https://ark.intel.com/products/126137/Intel-NUC-Kit-NUC7PJYH Intel® NUC Kit NUC7PJYH go from the Processor Base Frequency (1.50 GHz) up to the Burst Frequency (2.80 GHz).
The burst feature is automatically handled by the Operating System (OS); thus, if this does not report the speed of the CPU moving forward towards the Burst Frequency to the maximum, is because it does not find the need to.
This feature works dynamically, and depending on the task that you are running these values will go up and down, the more resources that you use, the higher the values will go.
