I have seen this issue as well. After booting, I often have to go into the LED Manager and reload my saved configuration. After upgrade to 1903, LED Manager would not work at all; had to uninstall and reinstall to get it working again.
Intel Customer Support: please file sighting(s) for this.

Hello everybody
Thank you for waiting.
I have tried to replicate the behavior that you are having with an Intel® NUC8i7HVK using Windows® 10 1903, BIOS 0054 (default settings) and after several system restarts and shutdowns I always the LEDs on the Intel® NUC working properly, can you let me know if I am missing any steps or settings to get the behavior that you are having?
Regards,
